Edilberto Carlos Pontes Lima

President of the Instituto Rui Barbosa (IRB)

Post-Doctorate in Democracy and Human Rights from the University of Coimbra School of Law . PhD in Economics from the University of Brasília. BA and MA in Economics from the Federal University of Ceará. Bachelor of Laws from the University of Fortaleza. Specialist in Public Policy from The George Washington University. Author of numerous articles and important books, including "Curso de Finanças Públicas: uma abordagem contemporânea" (Public Finance Course: a contemporary approach) (finalist for the 2016 Jabuti Prize) and "Federalism and Democracy in Difficult Times'', published by Editora Fórum (2021). He was a Legislative Consultant to the Chamber of Deputies, a Planning and Research Technician at IPEA, and a professor, among other institutions, at the University of Brasilia (UnB). He is the re-elected President of the Rui Barbosa Institute (biennia 2022/2023 and 2024/2025) and Corregidor of the Court of Auditors of the State of Ceará (2024/2025).


Honorable Judge Valter Shuenquener


Brazilian Federal Judge, Law Professor, and Legal Staff of the OAS Secretary for Legal Affairs

Valter is an Associate Professor of Administrative Law at UERJ and Uninove, and a Brazilian Federal Judge since 2001. He now serves as a Staff at the Secretary for Legal Affairs at the Organization of American States (OAS). PhD in Public Law (UERJ), he has a sandwich Doctorate at Ruprecht-Karls Universität of Heidelberg (Germany). Previously, he serves as a Former Secretary General of the Brazilian National Council of Justice – CNJ (September 2020-September 2022) and a Former National Councilor of the National Council of the Public Prosecution Service (CNMP) by appointment of the Brazilian Federal Supreme Court (2015 - 2020), among other positions including Assistant Judge and Instructor Judge at the Brazilian Federal Supreme Court (2011 – 2014).

Carolina Lembo

Public-Private Partnership Senior Specialist at IDB

With more than 15 years of experience in Public-Private Partnerships, Carolina was a Former Research Fellow of Harvard Kennedy School's Energy Policy Group (2015). She has a bachelor degree in Law from the Mackenzie Presbyterian University, an LLM degree in International Law and Political Economics from the University of Barcelona (2008), a Master's degree in Administrative Law from the University of São Paulo (2010), a PhD in International Law from the University of São Paulo and the University of Barcelona (2014), and a specialization in Public-Private Partnerships and Concessions from the London School of Economics (LSE) and FESPSP (2018).

CEO of Nova Infra Invest

CEO of Nova Infra Invest and Board of Directors Member of several concessionaires. Has over 20 years of experience at one of the most important construction groups of Brazil. He holds a bachelor degree in Civil Engineering from the Federal University of Bahia (UFBA), a specialization in Finance from the Getúlio Vargas Foundation (FGV) and a MBA from Insper.
