Anelize de Almeida
Deputy Attorney-General for Tax Arrears and FGTS Management
Anelize has a Master's degree in Public Policies from Oxford and a postgraduate degree in Public Management and Administration from FGV and in Public Law from AEUDF. Since 2006 she has been a prosecutor for the National Treasury. She was Deputy Attorney-General of the National Treasury; Chief Prosecutor of Tax Arrears in the 1st Region; head of the PGFN's Office in two different administrations; and director of the Union'sTax Arrears Management. She is currently the Deputy Attorney-General for Tax Arrears and FGTS Management. She has also worked at the Federal Attorney General's Office (in the areas of Financial Law, Economic Law and Tax Law) and in the Economic Policy Department of the Office of the Deputy Chief of Legal Affairs of the Presidency of the Republic's Civil Affairs Ministry. She served as a member of the Supervisory Board of Banco do Brasil and the Supervisory and Management Boards of Caixa Econômica Federal.
Honorable Judge Flávio Jardim
Brazilian Federal Judge
Flávio Jardim holds a bachelor's degree in Law from Centro Universitário de Brasília - Uniceub, a master's degree in Constitutional Law from Instituto Brasiliense de Direito Público - IDP and in American Law from Boston University School of Law, and a doctorate in Law from Fordham Law School. He was the Federal District's Attorney General from 2019-2020. He is a Federal Judge of the Federal Regional Court of the 1st Region. He was licensed to practice law in the State of New York.
Victoria Perry
Professor in Georgetown University Law Center's Graduate Tax Program
Professor in Georgetown University Law Center's Graduate Tax Program. Former Deputy Director of the Fiscal Affairs Department of the International Monetary Fund. She spent 2022 as a Visiting Professor of Taxation at Oxford University. Prior to joining the IMF, she was the Deputy Director of the Harvard University International Tax Program. She is a past president of the National Tax Association, a past president of the American Tax Policy Institute, a past Chair of the Value Added Tax Committee of the American Bar Association Section of Taxation, and is presently vice president of the International Institute of Public Finance. She received her BA from Yale University and her JD from Harvard Law School.
Eduardo Fleury
World Bank Tax Consultant
Eduardo holds a master's degree in international taxation from the University of Florida, and specializations in tax planning from Leiden University and in American corporate law from Harvard University. He is a Tax consultant for the World Bank, having developed a study of the economic impacts of a potential tax reform in Brazil.
About the Panel
Our tax panel will discuss Brazil's long-awaited tax reform, marking a major step forward after 30 years of debate. This reform aims to modernize Brazil's tax system, bringing it closer to an international Value-Added Tax (VAT) standard, to boost the economy and make it more competitive globally. Our experts will talk about the legal implications, entrepreneurial expectations, potential for economic growth, and attraction of investments. We'll cover topics like the challenges of implementing the VAT, how the international experience can guide Brazil’s approach and expectations for the regulatory framework to be presented by the government. The panel will also address controversies around the reform and how it might affect tax disputes in Brazil.
