Antonio Barra Torres

Director President of Anvisa, Brazilian Health Regulatory Agency

Director President of Anvisa, Brazilian Health Regulatory Agency. He graduated in medicine from the Souza Marques Technical-Educational Foundation and did his residency in vascular surgery at the Marcílio Dias Naval Hospital. He joined the Navy in 1987 and reached the rank of rear admiral, the second highest in the corps, in 2015. As a civilian, he was an instructor at the Santa Casa de Misericórdia in Rio de Janeiro (RJ). As a military officer, he was director of the Navy Medical Expertise Center and the Navy Assistance Medical Center. Dr. Barra is currently the vice-chair of the International Coalition of Medicines Regulatory Authorities (ICMRA).

Director of the Rio de Janeiro Law School of the Getúlio Vargas Foundation

Director and Full Professor at the Rio de Janeiro Law School of the Getúlio Vargas Foundation (FGV Direito Rio). Visiting Researcher (Yale Law School), with a Post-Doctorate in Public Administration. Doctor and Master in Law. Yale University’s Ambassador to Brazil. Editor of the Administrative Law Journal - RDA. Coordinator of the International Business Law Course at the University of California (Irvine). Sergio has more than 37 years of professional experience, with an emphasis on Administrative and Regulatory Law, working mainly on the following subjects: regulatory agencies, regulation of public services, infrastructure, and economic activities, contracts and administrative proceedings, PPPs, arbitration, and control of public administration. Author of several books and legal articles. Opinion lawyer.

Verônica Sánchez

Managing Director of the Brazilian National Water and Sanitation Agency (ANA)

Managing Director of the Brazilian National Water and Sanitation Agency (ANA) and Secretary for Promotion and Partnerships with the Private Sector at the Ministry of Regional Development. Holds a bachelor’s degree in International Relations and a master’s in Public Administration from the University of Brasilia. Former Board Member at Hidrotérmica S.A. (2019-2021) and at Gas Brasiliano Distribuidora S.A. (2012-2018) and Special Advisor to the Civil Affairs Ministry of the Presidency of the Republic (2016-2018).
