Alexandre Barreto
General Superintendent of the Administrative Council for Economic Defense
Alexandre serves as the General Superintendent of the Administrative Council for Economic Defense (CADE), after serving the term of president of this Council from 2017 to 2021. He has a bachelor’s, a master’s and a specialist degree in public administration from Universidade de Brasília and is currently pursuing a doctorate in political science at Universidade de Lisboa. A civil servant since 1993, he has worked in bodies of the Federal Government of Brazil such as the National Treasury, the Brazilian Internal Revenue Service, the Senate, and the Court of Accounts.
René Medrado
Managing Director of IBRAC
René serves as a Managing Director of IBRAC. He holds a bachelor’s degree in Law from Pontifical Catholic University of São Paulo (PUC-SP), a MBA from IBMEC, an LLM in International Trade and Antitrust-Competition Law from Columbia Law School and a PhD in International Trade Law from the University of São Paulo (USP). He counsels multinational corporations, companies and trade associations on Economic Law, and litigates (arbitration and judicially) disputes over International Trade and Competition matters. For over a decade, he has been awarded the position of market leader by many reputation rankings, such as Chambers, Who’s Who Legal, Best Lawyers, Legal500, Análise Advocacia.
William Kovacic
Director of the Competition Law Center
Professor Kovacic serves as a Director of the Competition Law Center of the George Washington University. From January 2006 to October 2011, he was a member of the Federal Trade Commission and chaired the agency from March 2008 to March 2009. He was the FTC’s General Counsel from June 2001 to December 2004. In 2011 he received the FTC’s Miles W. Kirkpatrick Award for Lifetime Achievement. From August 2013 to March 2022, Professor Kovacic served as a Non-Executive Director with the United Kingdom’s Competition and Markets Authority. From January 2009 to September 2011, he was Vice-Chair for Outreach for the International Competition Network. He has advised many countries and international organizations on antitrust, consumer protection, government contracts, and the design of regulatory institutions. He is co-editor (with Ariel Ezrachi) of the Journal of Antitrust Enforcement. Professor Kovacic graduated with a bachelor’s degree from Princeton University in 1974, and received his J.D. from Columbia Law School in 1978 where he was a Harlan Fiske Stone Scholar.
Michael Hausfeld
Professor at George Washington University (GWU)
Professor Hausfeld's career has included some of the largest and most successful class actions in the fields of human rights, discrimination and antitrust law. He has been featured in many articles and surveys. The National Law Journal has recognized him as one of the “Top 100 Influential Lawyers in America” and the Legal Times named Michael among the top 30 “Visionaries” in the Washington legal community in 2008. The New York Times referred to Michael as one of the nation’s “most prominent antitrust lawyers,” and in 2009 the Washingtonian named him one of thirty “Stars of the Bar.” Most recently, the Global Competition Review stated that Hausfeld “is clearly recognized as one of the best plaintiffs firms in the country.” Michael is one of thirty negotiators profiled in Done Deal: Insights from Interviews with the World’s Best Negotiators, by Michael Benoliel, Ed.D. For the past five years, The Legal 500, selected Michael, as one of the top 10 Leading Lawyers in the U.S. representing plaintiffs in antitrust and cartel matters.
About the Panel
While the world goes through an unstopabble digital revolution and dealing with the power of the Big Techs and platforms is still a challenge, antitrust law and policies, as well as its enforcement, seem to be at the center of certain discussions. That's not different in Brazil, however, the discussions are not limited that. For instance, vertical mergers, unilateral conducts, bid-rigging cartels and penalty calculation are few among the numerous hot topics in Brazilian Antitrust enforcement. Also, Brazilian Antitrust Law recently received significant alterations to enhance the country's Antitrust Damages Claims system. Thus, this panel will focus on providing an overview of the most relevant and recent discussions regarding antitrust policy and enforcement in Brazil.
