José Eduardo Guimarães
Legal Director of Eletrobrás
Legal Director of Eletrobrás and licensed Federal Attorney at AGU. He worked for 10 years at the Securities and Exchange Commission (CVM), having been appointed Deputy Chief Prosecutor (2005-2012) and Chief Prosecutor (2012-2015). During this period, he stood out for his work in the fight against corruption and money laundering within the CVM, as a representative on ENCCLA (Strategy to Combat Corruption and Money Laundering). He was also CVM's representative on the FATF-GAFI (financial action task force) linked to the OECD. Subsequently, he held the position of Legal Advisor to the Ministry of Development, Industry and Foreign Trade, working on issues such as tax incentive schemes for industry, anti-dumping processes, export financing and international trade agreements (2015-2016).
Carlos Portugal
Professor of Law at the University of São Paulo
Professor of Law at the University of São Paulo in the Commercial Law Department. Founding partner of PGLaw. Doctor of Laws from Harvard University (S.J.D., 2008). Bachelor's degree from the University of São Paulo (USP). He was a visiting researcher at Yale Law School and Wharton Business School at the University of Pennsylvania. He is accredited by the Brazilian Bar Association and the New York State Courts. He is vice-chairman of the Capital Markets and Corporate Governance Committee of the Brazilian Bar Association (OAB-SP) and a member of the board of the Fulbright Commission in Brazil. He was a member of the National Financial System Appeals Council.
Fernando Marangoni
Congressman
Fernando Marangoni is a distinguished university professor and Brazilian politician, with a solid academic background in Law. His career in public service is remarkable, having held leadership positions such as Secretary of Housing in Santo André, São Paulo, and later as Executive Secretary of Housing for the State of São Paulo. In April 2022, Marangoni embarked on a new political challenge, leaving his executive functions to run for federal deputy, a decision that culminated in his election.
Marangoni has established himself as a prominent figure in public policy formulation at the federal level. In his first year of office, he stood out for authoring bills and amendments focused on critical issues such as energy transition and the carbon market. Additionally, his role as a rapporteur in updating the Minha Casa Minha Vida housing program was key to incorporating sustainability into discussions on housing in Brazil.
Honorable Judge Edilson Vitorelli
Federal Judge
Edilson Vitorelli is a Federal Circuit Judge at the Federal Court of Appeals for the 6th Region. He is also a Professor of Law at the Federal University of Minas Gerais – Brazil, teaching undergraduate, master and PhD classes. In 2019, his book “O devido processo legal coletivo” won the Mauro Cappelletti Book Prize, awarded by the International Association of Procedural Law to the best book on procedural law in the last four years.
About the Panel
In September 2023, Brazil launched the Sovereign Sustainable Bond Framework, a significant move aligning with global efforts to finance sustainable development and combat climate change. This timely event focuses on the burgeoning concept of carbon bonds, a novel financial instrument that is gaining traction in Brazil's capital markets as a means to foster a low-carbon economy.
Furthermore, Brazilian Congress has been discussing a bill to regulate the carbon market, which is now awaiting for Senate review.
